"China-Albania Friendship Has Been Long Standing"

"China-Albania friendship has been long standing. People of our two countries cherish profound goodwill towards each other. We are gratified to see that divergent as their political platforms may be, various political parties in Albania share a high degree of consensus on developing relations with China and promoting cooperation in various fields between our two countries. This truly demonstrates the significance of the traditional China-Albania friendship in the new era," has said the Deputy Minister of the International Department of the Central Committee of the Communist Party of China (CPC), Shen Beili.

                       

In an exclusive interview with Albanian Daily News on Tuesday Ms. Beili said the CPC sets great store by developing friendly and cooperative relations with political parties of Albania. "Hopefully, party-to-party contacts would serve to provide political guidance for the development of bilateral relations and mutually beneficial cooperation in various fields between our two countries," she said, unveiling that the next year will mark the 70th anniversary of Sino-Albanian diplomatic ties.

"The year 2019 marks the 70th anniversary of diplomatic relations between China and Albania. Our two countries shall waste no opportunity and work together to usher in a new chapter of friendly cooperation. The two sides shall make continued effort to promote even closer party-to-party contacts and cooperation as our contribution to the development of bilateral relations," said the Chinese senior official.

Further on Ms. Shen Beili dwelt on the 40th anniversary of China's reform and opening-up. "For the past four decades, China has been steadfastly promoting this policy, and has successfully blazed the trail for Socialism with Chinese Characteristics. Reform and opening-up has brought historic achievements in China's economic and social development. This policy has significantly unleashed and developed social productive forces in China. Enormous changes have taken place in China. For the past 40 years, China's GDP has been growing at an average rate of 9.5% annually," Deputy Minister of the International Department of the Central Committee of the Communist Party of China Shen Beili said in the interview which follows:

Albanian Daily News: Which are the main objectives of the talks of the CPC Delegation, which is on a visit to Albania, being the first CPC high level delegation to visit this Balkan country after the 19th CPC National Congress, with representatives of Albanian political parties?

Deputy Minister Shen Beili: The Communist Party of China (CPC) sets great store by developing friendly and cooperative relations with political parties of Albania. And hopefully, party-to-party contacts would serve to provide political guidance for the development of bilateral relations and mutually beneficial cooperation in various fields between our two countries. I am delighted to visit your country as head of the CPC delegation upon the invitation of the Socialist Party of Albania.

The main objectives of this visit are as follows: First, we hope to enhance mutual understanding. My delegation and I briefed friends from Albanian political parties on the main thrust of the 19th National Congress of the CPC and theoretical innovation achievements thereof, especially on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. As a result, our Albanian friends could better understand the governance philosophy of the CPC as well as the trend of China's development. The visit is equally important in that we have been updated in a detailed manner on the recent development of various political parties in Albania.

Second, we hope to maintain and further develop the favorable momentum in party-to-party contacts between our two countries. The CPC maintains friendly and cooperative relations with the Socialist Party and the Democratic Party of Albania, and maintains close interactions with other political parties including the Socialist Movement for Integration. The visit offered us an opportunity to engage in in-depth discussions on further developing party-to-party contacts and cooperation between our two countries. Third, we hope to promote practical cooperation between our two countries. During this visit, we consulted various political leaders in Albania on their opinions regarding Albania's participation in the "16+1" Cooperation within the framework of the Belt and Road development. We also exchanged views on how political parties could play a greater role in providing political guidance for the development of state-to-state relations and mutually beneficial cooperation.

- In April this year, a multi-party delegation of the Albanian Parliament, made up of deputies of the Socialist Party, the Democratic Party and the Socialist Movement for Integration visited China in April this year. What can you say on the talks which were held in Beijing?

- The visit of the multi-party delegation of the Albanian Parliament was an important one in the party-to-party contacts between our two countries. During this productive visit, the two sides exchanged in-depth views and reached important consensus on many issues including, among others, China-Albania relations, party-to-party contacts, exchanges between the two legislative bodies and on practical cooperation. The two sides are both of the view that the bilateral relations between our two countries are progressing steadily with political mutual trust enhanced constantly. As Albania is taking an active part in the "16+1" Cooperation within the framework of the Belt and Road development, economic and trade relations between our two countries have yielded bountiful fruits, and favorable momentum is building up in cultural and educational exchanges as well as in sub-national cooperation. These achievements have brought tangible benefits to the peoples of our two countries.

- If there is one thing that political parties have in common in Albania, it is the stance on China and the predisposition for strengthening the Sino-Albanian ties. How do you consider this fact and which is its significance?

- China-Albania friendship has been long standing. People of our two countries cherish profound goodwill towards each other. We are gratified to see that divergent as their political platforms may be, various political parties in Albania share a high degree of consensus on developing relations with China and promoting cooperation in various fields between our two countries. This truly demonstrates the significance of the traditional China-Albania friendship in the new era.

It also reflects the genuine desire of the Albanian people to boost economic development of Albania through closer cooperation with China. While pursuing development of its own, China stands ready to join other countries for common development. Indeed, the Belt and Road development China has initiated is aimed at promoting economic development of partner countries while the "16+1" cooperation is designed to strengthen the development of China-CEE (Central and Eastern European Countries) ties and China-Europe relations.

The CPC is willing to work with various political parties of Albania to bring about even more results in the mutually beneficial cooperation between China and Albania, which, in turn, could deliver tangible benefits for our peoples.

- Which are the main principles of the drive for the creation of relations of a new type between CPC and Albanian parties?

- For years, the Communist Party of China (CPC) maintains regular contacts with more than 400 political parties and political organizations from over 160 countries and regions in the world under the guidance of the four principles for party-to-party relations, namely "independence, complete equality, mutual respect and non-interference in each other's internal affairs". In his keynote address at the CPC in Dialogue with World Political Parties High-Level Meeting, General Secretary Xi Jinping of the CPC Central Committee proposed that "Political parties in various countries should strengthen mutual trust, dialogue, and coordination. On the basis of a new form of international relations, they should explore the building of a new type of party-to-party relations that seeks to expand common ground while reserving differences and enhances mutual respect and mutual learning."

This initiative, as it conforms to the trend of our times and proceeds from the current configuration of political parties worldwide, is conducive to building up consensus, pooling strength and promoting cooperation. Indeed, it bears great practical significance to the building of a community with a shared future for mankind and to the common endeavor to build a better world. During the visit, my delegation held in-depth exchange of views with leaders of the Socialist Party of Albania, the Democratic Party of Albania and the Socialist Movement for Integration on bilateral relations, party-to-party contacts and practical cooperation, as well as on "16+1" Cooperation within the framework of the Belt and Road development. Mutual understanding has been improved. We are willing to continue strengthening exchanges with various political parties in Albania in our active effort to build a new type of party-to-party relations.

- It has been 40 years since the reform and opening-up began in China. What experience can the CPC share, as leader of China, in implementing this policy?

-This year marks the 40th anniversary of China's reform and opening-up. For the past four decades, China has been steadfastly promoting this policy, and has successfully blazed the trail for Socialism with Chinese Characteristics. Reform and opening-up has brought historic achievements in China's economic and social development. This policy has significantly unleashed and developed social productive forces in China. Enormous changes have taken place in China. For the past 40 years, China's GDP has been growing at an average rate of 9.5% annually.

China has become the world's second largest economy with the highest industrial output, the largest trade volume of goods and No.1 in foreign exchange reserves. Reform and opening-up has made positive contribution to the development of the world and human progress. While striving to contribute "Chinese wisdom" and "Chinese solution" to the world, China has been a major force in stabilizing the recovery of the world economy and locomotive for driving sustainable development, thus furthering the lofty cause of peace and development of humankind. China made significant contribution to addressing both the Asian financial crisis and the international financial crisis, and has been contributing more than 30% of the world's economic growth for many consecutive years.

The CPC has accumulated precious experience in leading China in the course of reform and opening-up. Such experience can be summarized from the following four perspectives: one, the leadership of the CPC which ensures the correct orientation of reform and opening-up; two, emancipation of minds for embracing innovation in theory and practice; three, people-centred approach where reforms are carried out with the support of the people; and four, proper balance among reform, development and stability to form a synergy for reform.

- If we look at the world today, political parties are the major and indeed the core actor in state governance, what are the main features of the political party system in China?

-The system led by the Communist Party of China (CPC) featuring multi-party cooperation and political consultation is the political system of China's own, which reflects the notion of people being the master of the nation in the domain of inter-party relations. Apart from the CPC, there are 8 non-Communist parties in China. The CPC is the ruling party, and all 8 non-Communist parties participate in political consultation and deliberate on state affairs through the Chinese People's Political Consultative Conference. They enjoy a close relationship of comrade-in-arms with the CPC highlighted by "long-term co-existence, mutual supervision, sincere treatment of each other and the sharing of weal and woe". Deeply rooted in the evolution of the Chinese history, this new type of political party system conforms to China's specific conditions. Compared with other political party systems, this system carries the following features: First, it can truthfully, extensively and lastingly represent and materialize the fundamental interests of the vast number of people and those of people of all ethnic groups and walks of life in China. It thus effectively shakes off the defect of the old political party system which represents the interests of the few and of the interest groups; Second, it has closely united the Communist Party of China with the 8 non-Communist parties and personages without party affiliation in their pursuit for a common objective. It effectively shakes off the defect of lack of supervision in a one-party system and vicious competition in a multi-party system where political parties take turns to rule; Third, it pools opinions and policy proposals through institutional, procedural and collective arrangements to ensure scientific and democratic decision-making. It effectively shakes off the defect of social disintegration caused by the making and implementing of decisions and policies solely out of interests of a specific political party, a specific class, a specific region and a specific group under the old political party system.
